FORMAZIONE

Sostituire l’articolo 3 comma 1, lett. g) con
Ferma restando la competenza delle Regioni in materia, definire gli indirizzi generali per la formazione del personale artistico, tecnico e amministrativo, e degli addetti ai servizi culturali delle regioni e degli enti locali, promuovendo un coordinamento nazionale delle iniziative formative nell’ambito dello spettacolo al fine di elaborare linee condivise di intervento;

Add to Article 5, paragraph 1 letter. d) ...
, providing also to make a periodic survey of professions and trades of the show with a special focus on the new profiles in order to better target training projects;


SYMPHONIC OPERA FOUNDATION

Replace Article 6 paragraph 3 with the following:
1. In light of the precarious economic situation faced by management in the lyrical symphonic foundations are recognized under the legislation within six months from the date of entry into force of this decision and in the manner expressly provided for and governed by law, the Government, in agreement with the Joint Conference, provvede ad adottare un decreto legislativo recante il riordino del settore.
2. Il riordino si rende necessario per incrementare e migliorare la produttività delle fondazioni lirico sinfoniche chiamate a promuovere, sulla base delle funzioni riconosciute alle singoli istituzioni, la più ampia diffusione e valorizzazione del patrimonio, l’innovazione ed i nuovi talenti, in un’ottica di contenimento dei costi e di una diversa responsabilizzazione dei soci e degli organi statutari per salvaguardare le finalità dell’investimento pubblico.
3. Nell’esercizio della delega di cui al comma 1, il Governo si attiene ai seguenti principi e criteri direttivi che dovranno essere recepiti dagli statuti delle fondazioni lirico sinfoniche e dai regolamenti attuativi della Pubblica Amministrazione:
a) armonizzazione delle disposizioni legislative succedutesi in materia;
b) introduzione del voto ponderato per i soci nel consiglio di amministrazione, con attribuzione della scelta del presidente al socio con il maggior apporto finanziario;
c) nomina del sovrintendente da parte del consiglio di amministrazione su proposta del presidente, quale responsabile delle funzioni di pianificazione, organizzazione e gestione della struttura e del bilancio;
d) nomina del direttore artistico da parte del consiglio di amministrazione su proposta del presidente, quale responsabile della linea artistica e della definizione dei progetti, di concerto, per la parte economica e gestionale, with the superintendent;

Reform of the SOLE ENTERTAINMENT
Article 6 a (scratch)
1. Within two years after the date hereof and in the manner expressly provided for and governed per legge, il Governo, d’intesa con la Conferenza unificata, provvede ad adottare un decreto legislativo per la riforma del Fondo Unico per lo spettacolo di cui alla legge 30 aprile 1985, n. 163. Nell’esercizio della delega di cui al comma 1, il Governo si attiene ai seguenti principi e criteri direttivi: a) allo scopo di limitare l’impegno finanziario dello Stato e di offrire maggiori garanzie ai soggetti destinatari degli interventi, il sistema di alimentazione del Fus è modificato prevedendo che al raggiungimento dell’ammontare del fabbisogno effettivo, determinato su base triennale, oltre al relativo stanziamento da parte dello Stato, concorrano anche le seguenti fonti di finanziamento:
- il 25% dei fondi derivanti dalle estrazioni infrasettimanali del gioco del lotto;
- il 50% dei fondi gestiti dall’Amministrazione autonoma dei monopoli di Stato relativi ai premi non riscossi del gioco del lotto e delle lotterie nazionali;
- l’impiego dei fondi non ripartibili incassati dalla Società` italiana degli autori ed editori;
- il prelievo alla fonte del 5% delle risorse che le società erogatrici di servizi di pubblica utilità destinano annualmente a iniziative promozionali e pubblicitarie;
- una percentuale, stabilita con il medesimo decreto legislativo, dell’intero ammontare delle entrate del sistema audiovisivo pubblico;
- una percentuale, stabilita con il medesimo decreto legislativo, delle somme derivanti da atti di convenzione stipulati con il sistema delle fondazioni bancarie;
- i fondi dell’Unione europea destinati allo spettacolo dal vivo.

b) esclusione delle fondazioni lirico sinfoniche dal FUS, con costituzione di un fondo speciale sul bilancio del Ministero per i beni e le attività culturali.



PARAMETRI DI VALUTAZIONE DELL’ATTIVITA’ (REFERENCE SYSTEM)
Articolo 13, comma 7 bis (ex novo)
Per la valutazione di cui al comma 7, lett. b) i comitati tecnici dovranno tenere conto dei criteri automatici fissati con apposito decreto ministeriale e dei relativi valori percentuali per un’incidenza complessiva non superiore al 50% - 70% (?) della valutazione finale. Rientrano tra i criteri: a) di carattere generale:
- la direzione artistica ed organizzativa;
- l’identità e la continuità del nucleo artistico e tecnico;
- il progetto artistico già realizzato;
- l’innovazione dell’offerta culturale attraverso l’integrazione delle arti sceniche, la messa in scena di nuovi autori e l’impiego di nuovi talenti sia in campo artistico che tecnico;
- la tenitura degli spettacoli;
- l’attenzione rivolta al mondo della scuola e dell’università, ai ceti meno abbienti ed alle aree del disagio sociale;
- la sana gestione economica in termini di rapporto fra entrate ed uscite e fra entrate di bilancio ed intervento pubblico;
- la capacità imprenditoriale di reperire risorse da privati ed enti locali territoriali;
- il numero degli spettatori paganti;
- l’impiego delle nuove tecnologie e l’utilizzazione dei suoi strumenti di comunicazione e diffusione per la più ampia fruizione;
b) di carattere specifico per le attività con carattere di stabilità:
- la prevalenza dell’attività produttiva e la costante presenza sul proprio bacino di utenza;
- la presenza di una compagnia/complesso di giovani interpreti per la ripresa del proprio repertorio;
- cicli di spettacoli rivolti agli studenti e più in generale al pubblico meno abbiente;
c) di carattere for activities with itinerant character:

INSTITUTION OF equalization fund
Article 7 a (scratch)
1. E'istituito the equalization fund for the performing arts, hereinafter referred to as equalization fund, managed by the Ministry of Heritage and cultural activities and whose resources are intended for:
a) the course of action rebalancing in favor of areas in which spatial interventions for the dissemination of live performance are inadequate, including through the implementation of specific projects to promote and awareness to be implemented in cooperation with the regions, provinces, metropolitan cities and municipalities directly concerned;
b) the construction or improvement, with criteria the district, the infrastructure on a scale appropriate to the catchment area of \u200b\u200breference and technical features designed to ensure the enjoyment of all forms of live entertainment and play, including through the promotion of program agreements with ARCUS SpA
2. ESTABLISHMENT OF THE FUND FOR CREATIVITY '
Article 8 a (scratch)
1. E'istituito Fund for creativity, whose resources are devoted to promoting and supporting new talent of the performing arts, their formation and implementation of their creations. The fund's resources are allocated to the regions and those provided by examining and coordinating the various projects to be considered as an independent and detailed in the financial statements of the proponents.
2. To the allocation of the fund, for the first three years of application of this Act quantified in 15 million euro per year, for by a corresponding reduction in the proportion fund for underdeveloped areas (FAS) reserved for the Ministry of National Heritage and Culture for the period 2007 to 2013.
3.
