Minister Bondi responding to a question in the House referred to the Lyric Symphony Foundation has demonstrated its total lack of knowledge of the industry and made it clear for the umpteenth time, the inadequacy with the role.
The arguments of the Minister and the questioners are totally incorrect and not respond at all to reality. It
talk of deficit that would be caused by the cost of staff when in fact they are dimostratamene due to repeated cuts in the FUS for the sector and the inability of most management-management executives. On the contrary, the staff receives salaries among the lowest in Europe and subsidies for the Italian opera houses are much lower than those of European theaters. (It is absolutely false that the average annual salary of professors is conducting a 70 - € 80,000)
Talking spending by 70 percent for the staff as a means scandal clearly does not understand anything about what the purpose of employment in this sector where workers are the producers and their work itself is the "product " final: it is the complex art (orchestras choirs and dance companies), the workers and technicians the real assets of a theater, the creative element is essential, without which there can be no live performances, and despite the scarce public resources and intended for the private sector in our country, these workers continue to prove among the best in the world.
Actually trying to implode from several parts of the area with deadly cuts and police stations, putting "pieces" of cultural production against each other (to induce a "war between the poor"), deceiving and then, with repeated statements of Ministerial source entirely disregarded, that would be part of the Fus stato recuperato a breve: a tal proposito il Ministro e il Capo di Gabinetto ne dovrebbero trarre le dovute conseguenze e dimettersi. Non solo non è stato reintegrato il Fus ma non sono nemmeno state adottate quelle iniziative, volte al risparmio e all’ottimizzazione delle risorse, che sono previste tra i compiti del Direttore Generale dello Spettacolo dal Vivo fin dal ’96: proprio al Direttore Generale, col Decreto del medesimo Ministero del 28/2/’06 (Disposizioni in materia di coordinamento delle Fondazioni Lirico-Sinfoniche - G.U. n,73/2008-), è stata demandata l’istituzione della Conferenza dei Sovrintendenti, che invece, a distanza di oltre due anni, si continua volutamente a non far esistere.
Al contrario riscontriamo che il Capo di gabinetto-Direttore Generale e pluri-Commissario, assecondato dal Ministro, ha favorito divisioni e contrasti all’interno dell’ANFOLS ostacolando con tutti i mezzi il confronto istituzionale tra le parti sociali finalizzato alla riforma del settore e boicottando (al di là della propaganda e delle interrogazioni dei vari Cicchitto Scandroglio e company sul costo del lavoro e l’innovazione contrattuale), il rinnovo del CCNL.
Infatti, non solo il tavolo istituzionale che doveva essere attivato già nel dicembre 2008 non esiste ancora (e si continua a non fare nulla per renderlo operativo malgrado le continue istanze delle parti sociali e le indicazioni venute

This policy, unfortunately, in perfect continuity with his predecessors and Urban Buttiglione.
Therefore, it is entirely inappropriate that the Minister speaks of urgent reforms "courageous" when your behavior and choices ministry for its failure.
As things are very clear, however, the omissions and the direct responsibility of the Department of National Heritage and Cultural Activities which demonstrate the lack of a vero intento di rilancio culturale per il Settore, evidenziando esclusivamente mere ambizioni di potere.
Con questi presupposti non ci può certo confortare neppure quanto dichiarato sulla materia in questi giorni dal Sottosegretario Letta “abbiamo un patrimonio, che altri Paesi non hanno, e che deve costituire il fattore di stimolo e di spinta per la ripresa, per la crescita, per lo sviluppo”.
Per quanto sopra, oltre a rivendicare il diritto di ad un rinnovo contrattuale nazionale ormai scaduto da due anni (che la propaganda ministeriale vuole vecchio e impolverato mentre è proprio l’associazione datoriale che, a trattativa aperta, rifugge da ogni confronto serio di innovazione), le OO.SS avvertono che non accetteranno riforme imposte dall’alto, senza un dovuto coinvolgimento di merito di tutte le parti sociali, che non siano fatte realmente nell’interesse della crescita e del mantenimento del patrimonio culturale del Paese.
Anzi, promuoveranno l’immediata mobilitazione dei lavoratori del Settore nelle più efficaci azioni di lotta e di denuncia anche a livello europeo ed internazionale.
Pertanto, nell’immediato, si dovranno attivare le segreterie territoriali per una significativa partecipazione di protesta di tutte le Fondazioni Lirico Sinfoniche al concerto previsto a Napoli in piazza Plebiscito il 17 luglio p.v.
Nella seconda decade di Settembre sarà riconvocato il coordinamento nazionale unitario per definire ulteriori percorsi ed iniziative di mobilitazione e di lotta sulle emergenze del Settore.
