L’atteggiamento di Abi e Ania: opportunismo e mancanza di coraggio Registriamo con sorpresa la decisione di Abi e Ania di non condividere l’accordo di rinnovo della contrattazione, che per larga parte riprende principi espressi e anticipati dai Contratti nazionali di categoria attualmente in vigore, firmato giovedì January 22 by CISL, UIL and virtually all other employers' associations.

Yesterday evening, January 22, 2009, è stato sottoscritto l’accordo quadro per la riforma degli assetti contrattuali (Testo accordo) .
Da oggi, dunque, vige un nuovo modello contrattuale, coerente con la rapida evoluzione che ha caratterizzato in questi ultimi quindici anni il mondo del lavoro e le stesse relazioni sindacali.

Il vecchio sistema aveva da tempo esaurito il proprio compito. Le dinamiche salariali erano una variabile dipendente dei processi che puntavano a risanare e disinflazionare l’economia. Da molto tempo ormai quell’obiettivo era stato raggiunto ed era diventato un pezzo della storia del nostro Paese. Continuando ad applicare quel sistema, oggi, si programmava sistematicamente una riduzione dei salari. Questo non era più accettabile.
Il nuovo modello è stato costruito nella consapevolezza di dare un contributo all’attivazione di processi di crescita della nostra economia. La crescita dei salari reali, che sarà assicurata dalla compiuta applicazione di questo modello, costituirà una delle leve per generare lo sviluppo del Paese. Potremo finalmente uscire dalla trappola dei bassi salari e della bassa produttività.
Questa è stata la rivendicazione della Uil e questa rivendicazione, con la firma dell’accordo, è stata soddisfatta.
L’intesa, infatti, prevede l’affermazione di un modello basato sia sul contratto collettivo nazionale di categoria, che avrà durata triennale, sia sulla contrattazione di secondo livello, che sarà la più diffusa e capillare possibile – aziendale o territoriale - anche grazie ad un sistema di incentivazioni che legherà questi aumenti alla crescita della produttività. Sparisce inoltre l’inflazione programmata, sostituita da un nuovo indice previsionale costruito sulla base dell’IPCA (l’indice dei prezzi al consumo armonizzato in ambito europeo).
Un meccanismo di recupero certo, alla fine del triennio contrattuale, tra inflazione prevista e quella effettiva; la copertura del nuovo contratto già dal giorno successivo a quello di scadenza del vecchio contratto; la previsione, nei futuri CCNL di un elemento retributivo di garanzia per chi non realizzerà la contrattazione di secondo livello, costituiscono solo alcuni degli altri punti qualificanti della riforma.

L’intesa, peraltro, rappresenta un atto importante anche nel quadro dell’attuale congiuntura caratterizzata da una pesante crisi economica. Fissa infatti elementi di certezza che garantiscono positive dinamiche delle retribuzione e afferma un modello cooperativo di relazioni sindacali in cui il conflitto è l’eccezione e non la regola.

Assicura, inoltre, un’universalità di regole nei settori privati come in quelli pubblici, nelle grandi come nelle piccole aziende costituendo così, di per sé e a prescindere dai soggetti che vi hanno al momento aderito, un fattore di coesione del mondo del lavoro nel suo insieme.

E’ del tutto evidente, comunque, che la ripresa dell’economia debba essere basata soprattutto sugli investimenti pubblici in infrastrutture. In questo senso e in questa
fase, sarebbe decisamente utile limitare all’essenziale i vincoli amministrativi e burocratici che rallentano la realizzazione delle opere. L’istituzione della figura di un commissario, così come prevista dal decreto anticrisi, se effettiva, produrrà indubbi benefits.
